What is SCORM?
SCORM stands for Sharable Content Object Reference Model http://en.wikipedia.org/wiki/Sharable_Content_Object_Reference_Model
SCORM by many accounts is a nightmare.
Bill Fitzgerald sums it up nicely on his blog:
There have been a few discussions re SCORM support in Drupal over the years -- I suspect that there are some homegrown solutions floating around that are specific to the needs of the institutions that developed them.
On a personal level, I have very mixed feelings about SCORM -- it's a pretty monstrous spec, and despite its intent to deliver portable content between various LMS's, the actual implementations generally appear to be platform specific.

There is a Drupal module under development but I am not confident it would be ready any time soon http://drupal.org/project/scorm
Common Cartrige is an attempt to create a simpler or interoperable standard but is not widely adopted yet. http://www.imsglobal.org/cc/index.html
